The Aggregator Model

The Aggregator Model That Connects Government and Technology

DCI operates as the layer between the world’s best technology publishers and every level of Canadian government. We hold the procurement vehicles, manage the OEM relationships, absorb the contractual complexity, and deliver technology through existing standing offers. Government organizations get faster access to better technology. Technology publishers get a fully managed Canadian channel. Resellers and systems integrators get a vehicle-qualified software partner who strengthens their bid. One Canadian company in the middle — so everything moves faster.

DCI’s team combines deep expertise in government procurement, technology strategy, and public sector relationship management. Our people have worked in, with, and alongside Canadian government at every level — from federal defence and security departments to provincial ministries to municipal and health sector organizations. The result is an organization that understands the complexity of the market we serve, and removes it for everyone who works with us.

Adam DaCosta

President & Founder
Adam founded Data Centre Intelligence on a straightforward premise: Canadian government needed a Canadian-owned, accountable technology aggregator. Over 15 years, he built DCI into Canada’s premier public sector technology aggregator — holding 50+ procurement vehicles, serving 52+ federal and provincial government accounts, and building the exclusive Canadian public sector aggregator relationship that now anchors DCI’s national market position. Adam is one of Canada’s leading voices on sovereign procurement and Buy Canadian technology policy.

Ray Hession

VP Sales
Ray leads DCI’s national sales organization with deep expertise in federal defence and security technology procurement. As primary relationship owner for the Department of National Defence and Canadian Armed Forces, Ray manages one of DCI’s most strategic accounts. He drives near-term revenue growth, leads DCI’s sales team, and brings a disciplined, consultative approach to complex multi-partner procurement engagements across the federal government.
Mission & Vision

Built to Advance Canada's Digital Public Sector

DCI’s mission is to accelerate Canada’s digital public sector — by connecting government with the technology it needs, through the procurement pathways it already holds, with Canadian accountability at every step. As Buy Canadian mandates reshape procurement and AI deployment becomes a government-wide imperative, DCI’s role has never been more critical: bridging world-leading technology and the procurement infrastructure that makes it accessible, compliantly and quickly, to every level of Canadian government.
